Stolen Morinii register.

Is there a need on the forum for a stolen machine register?
Two things have brought this to mind:
1. My Coguaro was stolen (frame = 350x3/a04299)
and
2. I've bought a frame without a V5 ( a/3 09358).
On 2. I didn't want to go through the process of building a bike only to find that the frame was stolen so I first contacted the Police, who referred me to the DVLA, who in turn suggested I contact my local VRO - who will only accept queries in writing. Time taken so far is three weeks and running....
