No it isn't really a problem here. I've seen them registered with the notation 'engine number not found' and also with the frame number used when no number is stamped on the cases.
Also in this months ATG is a reminder from Stuart Mayhew that you can still get your Morini dated by him at Ellistown!
The frame number is the important one for the DVLA, the engine number is just a nice little extra. As so many other makes of bikes had the frame and engine numbers matching it doesn't ring any alarm bells in Swansea when you apply if you quote the engine number as matching the frame.
