Should this happen?

I'm just doing my first belt change. Everything seemed OK but the engine felt tight on the kickstart and the electric start wouldn't engage. I've stripped it down again and found that the engine rotates fine without the rotor on, but tightens up when it is replaced. It aslo makes quite a loud squeek...

Head and base gaskets

I raced a Commando engined Norton for many years using silicone sealer instead of a base gasket. Most other Norton riders I knew did the same. Obviously I can't offer any guarantees, but I see no reason why this wouldn't be OK on a Morini.
