Inlet rubber "Ring" 32.01.32

I notice in the parts book there is a plastic ring that fits at the engine end of the inlet rubber, No 26:

I haven't been using them, so got a pair from Mdina:

My 2 questions are
1) Are they needed?
2) The pair I have bought seem a little longer than where they fit, is this correct, or does their length need shortening a bit?

They are just to proyecto the rubbers because the clamps may hurt them. I use them on both ends of te inlet rubbers
